AI and Internet of Things: Redefining Public Safety in Sarawak

Sarawak, a state celebrated for its rich cultural heritage and abundant natural resources, is now emerging as a front-runner in leveraging technology to fight crime.

The Sarawak government has introduced a series of forward-thinking initiatives that integrate artificial intelligence (AI), the Internet of Things (IoT), predictive analytics, and advanced cybersecurity to foster a safer environment for its citizens.

These measures are integral to Sarawak’s larger vision as outlined in the Post COVID-19 Development Strategy (PCDS) 2030 and the Sarawak Digital Economy (SDE) Blueprint 2030. 

Integrated Smart Surveillance and Predictive Policing

Smart Surveillance Systems in Urban Areas

Among the most prominent advancements in crime prevention is the introduction of smart surveillance systems in bustling urban hubs like Kuching.

These systems utilize high-definition cameras, AI-driven analytics, and real-time monitoring to enable authorities to respond promptly to criminal incidents.

During the 2023 Sarawak Smart City Forum, Datuk Seri Dr. Sim Kui Hian, Minister of Local Government and Housing, remarked, “By offering instant access to real-time data, these systems significantly strengthen our ability to prevent crime and respond with urgency when necessary.”

In Sarawak, AI-powered systems are utilised to recognize unusual behaviour, trace vehicle activity, and identify individuals using facial recognition technology.

By leveraging cutting-edge Automated Vehicle Recognition (AVR) technology, authorities can track stolen vehicles and individuals attempting to evade justice.

Predictive Policing in Kuching

Sarawak is among the pioneering states in Malaysia to adopt predictive policing technologies, which use historical crime data to predict potential crime hotspots.

These AI-powered systems enable law enforcement to allocate resources more effectively and monitor high-risk zones with greater precision.

At the 2024 Sarawak Police Innovation Conference, The Right Honourable, Datuk Patinggi Tan Sri (Dr) Abang Haji Abdul Rahman Zohari Bin Tun Datuk Abang Haji Openg, Premier of Sarawak highlighted the transformative impact of AI-driven predictive analytics, which equips law enforcement with tools to foresee and mitigate criminal activities before they occur.

Strengthening Cybersecurity with CyberSarawak

Launch of the CyberSarawak Initiative

The government launched the CyberSarawak initiative in 2024, which aims to protect its citizens from cybercrime, after recognising the increasing digital threats in Sarawak.

This initiative, led by the Sarawak Multimedia Authority (SMA), integrates advanced AI, blockchain, and real-time monitoring systems to detect and combat cyberattacks.

The program involves constant monitoring of online platforms for signs of cyberattacks, including phishing, identity theft, and fraud.

It also utilises blockchain technology to protect sensitive data and ensure transparency in government services.

Sarawak’s Cybersecurity Unit

In line with these efforts, Sarawak has established the Cybersecurity Unit to oversee the security of critical digital infrastructure. The unit is tasked with securing government networks, financial systems, and data storage facilities from cyberattacks.

During a speech at the 2025 Sarawak Cybersecurity Forum, the Right Honourable, Datuk Patinggi Tan Sri (Dr) Abang Haji Abdul Rahman Zohari said, “The establishment of this unit reflects our commitment to securing Sarawak’s digital landscape.

We are ensuring that our residents and businesses are not only protected but can thrive in a secure digital environment.”

Internet of Things (IoT) and Drones for Crime Prevention in Remote Areas

IoT in Public Safety

In addition to urban advancements, Sarawak has embraced IoT technology for public safety in both urban and rural areas, such as the Kuching North City Hall (DBKU) Smart Pole Project, which involves the installation of five “Smart Pole” units with high-tech features that include security cameras.

Smart streetlights equipped with motion sensors and cameras, as well as connected home security systems, are being installed in various communities to enable instant communication between residents and law enforcement agencies.

These smart systems send real-time alerts to police when they detect unusual activity, enhancing both response time and crime prevention.

IoT-enabled devices like door sensors in homes send immediate alerts if a break-in occurs, improving the chances of preventing theft and other crimes.

Drone Surveillance for Remote Monitoring

Due to Sarawak’s vast and often challenging terrain, drones have been deployed in remote regions to monitor illegal activities like logging, poaching, and human trafficking.

These drones, equipped with high-resolution cameras and thermal imaging, are proving crucial in monitoring areas that are otherwise difficult to patrol.

During a press conference in 2024, Datuk Seri Dr. Sim Kui Hian commented, “Drones are essential for monitoring our forests and borders, enabling us to prevent illegal activities while ensuring the safety of our natural resources.”

Building Cyber-Resilient Communities

Educational Initiatives for Cybersecurity Awareness

Sarawak has prioritised public education on digital safety as part of its broader effort to protect its citizens from cybercrime.

Programs like the “Stay Safe, Stay Smart” campaign aim to raise awareness about common cyber threats such as scams, phishing attacks, and identity theft.

At the “Digital Security for All” workshop in Kuching in early 2024, the Premier of Sarawak highlighted the importance of equipping our residents with the knowledge to navigate the digital world securely.

Sarawak citizens should be empowered with knowledge to protect themselves instead of just relying on technology.

Apps for Citizen Engagement

To facilitate communication between law enforcement and residents, the Royal Malaysia Police (PDRM) launched Volunteer Smartphone Patrol (VSP), a mobile app that allows citizens to report suspicious activities or crimes directly.

The app, which was recently upgraded, includes features such as GPS tracking to ensure precise reporting, helping police to respond more swiftly to emergencies, media tools to upload photos or videos when submitting complaints and information, and a “panic button” to ensure a faster response from the police.

Investment in Local Talent

In addition to technological infrastructure, Sarawak is investing heavily in human capital to support its growing digital economy.

By 2025, more than 2,000 cybersecurity professionals will be trained through Sarawak’s various educational programs and collaborations with local universities.

Sarawak’s innovative use of technology in crime prevention is setting a benchmark for other regions in Malaysia.

With AI, IoT, cybersecurity, and drones playing critical roles in public safety, the state is not only ensuring the safety of its residents but also creating a future-ready, digital society.

Sarawak is paving the way for a safer, more secure future for its people through its smart city initiatives, enhanced cybersecurity infrastructure, and public engagement efforts.

The state’s commitment to technological advancements in crime prevention serves as a model for other regions aiming to combine innovation with public safety.
